DIPLOMA IN LABORATORY
TECHNOLOGY PROGRAMME (DLTC)
Introduction
Formal Educational Programmes of the Institute of Chemistry, Ceylon commenced in 1973 with the Laboratory Technicians’ Certificate Course in Chemistry (LTCC). This course was organized to meet a pressing need to provide middle level technical expertise in support of programmes involving “Chemical Analysis and Research”. This is still the only such course available in any field of basic science in Sri Lanka.
The Laboratory Technicians’ Certificate Course was upgraded to a Diploma Programme in 1998; the course was renamed as “Diploma in Laboratory Technology in Chemistry” (DLTC). The syllabus was suitably revised. The DLTC programme commences in October/November each year. The programme runs for seven terms and lasts approximately 2 years with students acquiring knowledge and analytical skills in Basic Chemistry, Clinical Chemistry, Analytical Chemistry, Industrial Chemistry, Biological Chemistry, Electronics, Statistics and Laboratory Practice.
The LTCC/DLTC Programmes were conducted at the premises of Aquinas College, Colombo until November 2006. (1st to 32nd batch)
The 33rd batch however commenced its programme at Adamantane House in Rajagiriya in November 2005 with all the administration also conducted by the College of Chemical Sciences. The 34th batch was admitted in November 2006 to the same venue.
The Diploma programme is designed to provide school leavers specially after GCE (A/L) to follow a technical job oriented course. It would also serve to improve the knowledge and skills of those already employed as technicians in laboratories. The first DLTC programme which commenced in August 1998 was completed in February 2000. Those who have completed this course successfully are entitled to follow the Graduateship Programme in Chemistry conducted by College of Chemical Sciences, Institute of Chemistry even without A/L qualifications.
RECOGNITION OF THE COURSE
The Diploma in Laboratory Technology in Chemistry qualification carries much weight as a certificate issued by an incorporated professional body. Further, recognition is given to the Diploma in Laboratory Technology in Chemistry Certificate by some public sector and private sector organizations who pay the fees of their employees and also give increments and other credit for those employees who successfully complete the course.
The Institute of Chemistry, Ceylon gives credit for the Diploma in Laboratory Technology in Chemistry Certificate by incorporating into their regulations the following benefits.
1. These include admission to the Graduateship Programme in Chemistry to all those persons possessing a pass at the DLTC Programme in lieu of the normal requirement of three GCE (A/L) Passes.
2. Furthermore, those students placed first, second and third at the overall DLTC Examination are entitled to a scholarship to follow the Graduateship Programme in Chemistry. The Scholarship incorporates a 50% discount of the tuition fees of the first two years (Level 1 & 2) of the Graduateship Programme in Chemistry.
3. Those having a DLTC pass and has been a technician member of the Institute of Chemistry Ceylon for not less than 8 years are eligible to obtain Licentiate Membership (L.I.Chem.C.) of the Institute which is normally open to those having a B.Sc. (3 years) degree including Chemistry as a subject.
4. Those having a pass at the Graduateship Part I Examination and an Honours/Merit pass at the DLTC Examination are also entitled to Licentiate Membership of the Institute.
5. Those who obtain a pass in the DLTC programme are required to become TECHNICIAN members of the Institute for life. They are entitled to use the designation Tech.I.Chem.C. after their names.

Minumum Eligibility Requirements
The following categories of personnel are eligible to follow the Diploma in Laboratory Technology in Chemistry: -
(i) Those having six passes at GCE (Ordinary Level) with at least Credit passes in Science, Mathematics and Credit/ Proficiency in English.
(ii) Those having GCE (Ordinary Level) Credit pass/Proficiency in English and GCE (Advanced Level) pass in Chemistry.
(iii) Laboratory Assistants/ Technicians in an Institution recognised by the Institute.
(iv) Laboratory Sub-Assistants with 10 years experience and at least an Ordinary Pass in English at the GCE (Ordinary Level) Examination.

Examination Criteria
The course is composed of 22 units each of 20 hours duration.
1. EXAMINATIONS
Examinations are conducted on completion of each unit based on the results of the examinations for the 22 course units. Three category of passes are awarded: viz,
1. Honours Pass
2. Merit Pass
3. Ordinary Pass
Grades are assigned for each units as follows:-
Failure : 0 - 39%
Ordinary Pass : 40 - 59 %
Credit Pass : 60 - 74%
Distinction Pass : 75 - 100%
1.1 Honours Pass
An honours pass is awarded to candidates who obtain an overall average of 75% with at least 11 Distinction Passes and passes in minimum of 17 units including Laboratory Practice I & II.
1.2 Merit Pass
A merit pass is awarded to candidates who obtain an overall average of 60% with at least 11 Credit/Distinction Passes and passes in minimum of 17 units including Laboratory Practice I & II.
1.3 Ordinary Pass
An ordinary pass is awarded to candidates who obtain an overall average of 40% and passes in at least 17 units including Laboratory Practice I & II.
2 REFERENCE AND FAILURE
2.1 A candidate who obtains passes in more than 11 unit but less than 17 units may be referred and complete the remainder of the units in no more than two subsequent sittings and obtaining at least an ordinary pass, provided further that the overall average of 40% is reached. These 17 units should include laboratory practice I & II.
2.2 Students failing to obtain a pass only due to not having obtained an overall average of 40% are also referred and are required to repeat any failed subjects in order to obtain the average of 40%.

Scholarships & Bursaries
The Institute of Chemistry gives cash awards to students excellencing in the course with a honours pass as follows.
G C N Jayasuriya Award for the Best Performances on the DLTC:
Dr. D C N Jayasuriya donated Rs. 10,000 in 1987 for the Best Performances for the best performer. The fund now stands at Rs.67241.18. Further Institute of Chemistry Ceylon gives cash awards to the second and third in the batch.
However, these awards will not be made if the candidates do not secure at least a Merit pass.
Half tuition fee of Graduateship in Chemistry (Levels 1& 2) for 1st, 2nd and 3rd in Batch will be paid by the College of Chemical Sciences, if following Graduateship in Chemistry Programme.

GRADUATESHIP PROGRAMME IN CHEMISTRY
Introduction
The groups of persons who could benefit from the opportunity provided by the holding of Graduateship programmes & examinations conducted by the Institute would include the following:-
(a) Those in middle level employment (eg. technicians), particularly in scientific fields, could use this opportunity to better their promotional or career redirectional prospects. This category would naturally include those who have already followed the DLTC programme in Chemistry. DLTC holders can enroll for the Graduateship program even without A/L qualification
(b) Late developers who can use this opportunity to come back into the main stream of formal education with a view to obtaining professional graduateship qualifications.
(c) Those persons who for economic or other reasons, were unable to avail themselves of the openings they had at the end of their secondary school career to enter the University, now have a subsequent opportunity to make good the loss by obtaining alternate graduate qualifications.
(d) University three year B.Sc Graduates who were unfortunate not to be selected to read for a Special Degree in Chemistry, now have a further opportunity to pursue a professional programmes of a standard equivalent to a special chemistry degree. Such Graduates are exempted from Level 1 & 2 of the Graduateship Examination and Section A Practical Programmes and could therefore complete the Graduateship Programme in two years.
(e) The large numbers of school leavers, who though qualified for university admission, were denied the opportunity due to the very severe competitive nature of admission to Sri Lankan Universities, now have a further chance to pursue an equivalent programme without migrating to foreign climes and at much lower cost.
(f) University graduates who did not follow a degree programmes with chemistry as a subject.(e.g. Medical/ Engineering/ Agriculture graduates) provided that they have satisfied the requirements for enrolling for Level 1 & 2.
Structure & Eligibility Requirements
Graduateship Programmes are presently conducted in the English medium usually at weekends as follows:-
(a) Part I (Theory) including Levels 1 & 2
(b) Part II (Theory) including Levels 3 & 4
(c) Section A of the Graduateship Practical programmes
This programme also provides the relevant practical experience required for grant of Advanced Diploma in Chemistry as well as admission to the Licentiate Grade of Membership of the Institute.
Those who have done a 3 year B.Sc Degree or equivalent programmes (with an acceptable component of Chemistry) of a recognised University are exempted from Section A of the Practical Programme.
(d) Section B of the Graduateship Practical Programmes
GRADUATESHIP (THEORY) COURSE AT LEVEL 1
This Course will last approximately 9 months and will include about 350 hours instruction (Lectures and tutorial classes) in the three traditional branches of Chemistry, as well as Mathematics, Biology and Management, Economics & Finance.
Application will be entertained from those having
EITHER
G.C.E. (Advanced Level) or Open University Foundation passes in Chemistry and two other subjects from the list – Physics, Applied Mathematics, Pure Mathematics, Combined Mathematics, Higher Mathematics, Botany, Zoology, Biology, Agriculture and any other subject – approved by the Council of the Institute.
OR
Pass at the Laboratory Technicians Certificate Course (LTCC) / Diploma in Laboratory Technology in Chemistry (DLTC) examination conducted by the Institute.
OR
a Science Trained Teacher’s Certificate with Chemistry as a subject
OR
any other equivalent qualifications acceptable to the Council
GRADUATESHIP (THEORY) COURSE AT LEVEL 2
The Course will last approximately 9 months and will include about 350 hours instruction (Lecture and tutorial classes) in the three traditional branches of Chemistry as well as Analytical Chemistry, Bio Chemistry and Electronics and Instrumentation for Chemists.
Those who have followed Level 1 of the Graduateship Programme will be permitted to follow courses at Level 2 in a subsequent year. However, eligibility to sit Level 2 examinations will be restricted to those attaining a minimum standard at the Level 1 examination in a previous year.
GRADUATESHIP COURSES AT LEVELS 3 & 4
The Course at each of the levels 3 & 4 will last approximately 9 months and will include about 350 hours instruction ( lectures and tutorial classes) in advanced topics in Chemistry and related sections such as Advanced topics in Management, Bio-Technology, Chemical Technology, Environmental Chemistry, Information & Communication Technology, Food Chemistry .
Most of these topics will be elective/optional giving students wide individual choice. However, the number of topics that will be available initially during the academic year 2007/2008 may be restricted.
Those who have followed Level 2 of the Graduateship Programme will be permitted to follow courses at Levels 3 & 4 in a subsequent year. Its is also expected that lecture courses at Level 3 & 4 will in general be offered only once in two years. Students may therefore have to offer Level 4 courses in their third year of study. This will present no problems to students since all Levels 3 & 4 courses will be based on courses offered at Levels 1 & 2.
Eligibility to sit Level 3 & 4 examinations will nevertheless be restricted to those who have attained a minimum standard at the Level 1 & 2 examinations in previous year.
PRACTICAL COURSE, SECTION A
This Course will consist about 65 three hour classes amounting to a total of approximately 200 hours Laboratory work involving the three main branches of Chemistry and is intended to provide students with a level of practical attainment equivalent to that of the Chemistry practical content of a 3 year B.Sc. degree course of a recognized University.
The Course will usually be available during their second year to those who have completed Level 1 of the Graduateship programme, the date of commencement being subject to the availability of space. Preference will be given, if necessary, to those who have done better at the Level 1 Examinations.
Students will be continuously assessed during the Course and their performance in such continuous assessment will comprise three practical papers (total 8 credits). This assessment will include attendance, record book and assessment tests. A minimum 80% attendance will be an essential requirement for passing each of these three practical papers.
PRACTICAL COURSE, SECTION B
This Course will comprise about 40 five hour classes lasting a total of 200 hours laboratory work involving the three main branches of Chemistry and is intended to provide students with a level of attainment equivalent to that of a Special Degree course in Chemistry of a recongnised University.
The course will usually be available to students during their third year to those who have completed section A of the Graduateship Practical course or equivalent course conducted by a recongised University. However, the date of commencement will be subjected to the availability of space. Preference will be given of necessary, to those who have done better in the three continuous assessment Section A Practical papers and/or performance at Levels 1 & 2 Examinations.
Students will be continuously assessed during the Course and their performance in such continuous assessment will comprise three practical papers (total 8 credits). The assessment will include attendance, record book and assessment tests. A minimum of 80 % attendance will be an essential requirement for passing each of those three practical papers.
Note
Students will have required to sit for three formal (six hours) Practical examinations (3 x 4 = 12 credits) at the conclusion of the Section B Practical course. Eligibility to sit this examination will be restricted to those who have obtained a pass in the continuous assessment papers (Sections A & Section B), relevant to each of the three formal practical examination papers.
Fees
Registration Fee
A person selected to follow a programme (and not already registered as a Graduateship student of the Institute) should register himself with the Institute by completing the prescribed registration form and forwarding it to the Institute with two passport size (coloured) photographs, the prescribed refundable deposit and evidence for the prior payment of the prescribed Registration fee. Such registration will be valid until 31st August of the relevant year following such payment. The Clodagh Nethsinghe library & other facilities of the College at Adamantane House will be available to all registered students on production of the registration card. This library collection includes books donated by the British Government, the Asia Foundation, the Royal Society of Chemistry, U.K & several others. All registered students will be entitled to receive an attractive bag with the compliments of the College.
Re – Registration fees
All continuing students, whose registration needs extension, should pay a re – registration fee for one or two years depending on the length of the programmes for which they are re – registering.
Refundable Deposit
All students registered for any programmes should pay a refundable deposit at the time of registration. This deposit will be refunded only at the end of the programmes after deducting any outstanding claims including arrears of fees, loss and damage. However, all losses and damages should be paid for as and when they arise.
Tuition fees
In addition to the registration re – registration fees, all students should pay tuition fees, the amount of which will depend on the programme to be followed. Payment of tuition fees in advance before the commencement of the programmes will be beneficial to students since a very good discount is given. Students are strongly advised to make use of these concessions.
Refundable Laboratory Deposit
An additional refundable Laboratory Deposit is payable by all students registering to follow practical programmes. This is usually payable in the second year of the programme before practical work commences. Payment of such deposit also enable students to receive personal laboratory overcoats and safety spectacles for their own use.
Please note that registration, tuition and any other fees once paid are not refundable or transferable under any circumstances. The deposit will be refunded only at the end of the period of registration after deducting liabilities, if any, for damages, losses and outstanding arrears of fees. NO PRIOR REQUESTS FOR REFUNDS/TRANSFERS SHOULD BE MADE AND ANY SUCH REQUESTS WILL NOT BE ACKNOWLEDGED OR ENTERTAINED.

Scholarships & Bursaries
A. Chemical Industries (Colombo) Ltd & Institute Of Chemistry Ceylon Entrance Scholarships 2008/2009
Entrance Scholarships are offered to at least two students enrolling for Level 1 in the year 2008. A special multiple choice question paper will be set to enable any registered Level 1 student to compete on merit for these scholarships. These scholarships will provide free registration and tuition for theory courses at Levels 1 & 2 and free admission for the Level 1 & 2 examinations.
Other MERIT AWARDS are also made by the College to students performing reasonably well in the above mentioned question paper to cover examination fees at levels 1 and/or 2.
2. On the results of the performance at Examinations at Levels 1, 2 & 3, the following
scholarship/bursary awards will be made on merit and/or financial need to follow courses in the subsequent year at Levels 2, 3 & 4 respectively.

DEANS’S EMERGENCY FUND
This fund was set up in the year 2005 with an initial contribution from Professor J N Oleap Fernando, Honorary Dean of the College, to form the nucleus of a fund that could be used to provide limited financial relief and assistance to students in distress in an emargency .
